FCC Moves to Reshape the Call Center Industry
The Federal Communications Commission (FCC) has advanced a major proposal that could significantly transform the global call center sector and redefine corporate customer service obligations. Through a newly approved Notice of Proposed Rulemaking, the agency aims to establish stronger regulatory standards for call centers operating outside the United States, citing growing concerns over declining service quality and the rise of automated fraud.
A central component of the proposal is the introduction of incentives for companies to relocate customer service operations back to the U.S. The FCC argues that reshoring would strengthen data security and improve communication clarity, potentially requiring call center agents to demonstrate fluent American English proficiency. FCC Chairman Brendan Carr emphasized that American consumers deserve clear communication and domestically based support.
The initiative also targets the surge in illegal robocalls—many originating overseas—by exploring measures such as financial requirements for foreign operators, enhanced data protection rules, fees to deter suspicious traffic, and public consultations to refine service standards.
The proposal has sparked concern across Latin America and the Caribbean, where U.S.-linked call center operations represent a major source of employment. In the Dominican Republic alone, the sector supported an estimated 40,000 direct jobs in 2024. As the public comment period begins, the potential impact on international labor markets and corporate outsourcing strategies is expected to be substantial.
