A species needs to attain a certain level of spiritual, mental, and sociological development within a certain distance to the level of developed technology. But the situation we have now is a very wide gap separating the two and a situation where the former is still very stunted and primitive. An analogous situation is like giving nukes to primates and teaching them how to push the button; they just don't have the spiritual, mental, and social development to handle the newfound power in a healthy and positive manner for the species.
