This led to land shortages, which led to bans on single-family homes, which led to the need for massive high-rise apartment buildings, all of which led to higher costs and shortages of homes. Now, Portland has a “crisis” over a shortage of “affordable” housing. Their solution is another tax on construction, driving up housing costs even more.
