Last episode Ethan made it through the reservoir, ran into Chris Redfield in a lab — who had plenty to say about Miranda and the mold but not quite enough time to finish saying it — and then found himself on a boat in a reservoir that has already demonstrated it has no respect for personal safety regulations. Moreau is out there. He has transformed into something significantly larger and significantly less sympathetic than his human form. The reservoir is flooded, the walls are sealed with enzyme slime, and the only way out is through.

Salvatore Moreau didn't ask to be whatever he is now. He did, however, choose to trap Ethan in a reservoir and make Rose recovery significantly more complicated, so the sympathy budget is limited. The boat is the only option, the water is not safe, and Ethan Winters has faced worse things in worse places with less ammunition than this.
